Summary
In the dystopian state of Arcadia, every citizen is continuously monitored through an implanted chip overseen by the security agencies het Schild (the Shield) and het Vizier (the Oversight). This pervasive surveillance infrastructure renders conventional crime virtually impossible. Arcadia is ruled by the Lords of the Dome, led by the Guardian, and its residents are encouraged to secure a prosperous future by accumulating citizen points.
When irregularities in the Hendriks family’s citizen‑score records are uncovered, the father, Pieter, is summarily exiled to the hazardous Outer World. His wife and four daughters are penalised with substantial deductions to their citizen scores, shattering their previously stable existence and placing severe strain on their family relationships.
Regulator Simons of the Shield continues to scrutinise the family, convinced that the fraud may conceal deeper misconduct. At the same time, Revisor Harms of the Oversight pressures the Hendriks to cooperate with her investigation into de Ontrouwen (the Unfaithful), a resistance movement linked to a past terrorist attack on the Dome. Meanwhile, the Unfaithful pursue their own inquiry into the incident, determined to uncover the truth behind the attack.
