Summary
Set in the twin Eastern European city‑states of Besźel and Ul Qoma, this science‑fiction premise depicts two distinct societies, each with its own culture, language, and level of development, occupying the same physical geography. Their separation is maintained through a socially enforced practice of “unseeing”, in which residents consciously ignore the presence of the other city despite sharing streets and borders.
This fragile division is policed by Breach, a clandestine authority that intervenes whenever individuals cross between the cities without authorisation. Legal passage is possible only after a rigorous re‑orientation process, while those who violate the boundary through an illicit breach are seized by Breach and permanently removed from public life.
