Summary
Set in Tokyo in 2023, the story follows Prime Minister Higashiyama Eiichi as he promotes COMS, a technology designed to liquefy pollutants and store them within fissures on the ocean floor, at the World Environment Conference. To advance long‑term national policy, he assembles a group of promising young bureaucrats and establishes the Japan Future Promotion Conference, whose members include Amami Keishi of the Ministry of the Environment and Tokiwa Koichi of the Ministry of Economy, Trade and Industry.
Public unrest emerges when geologist Tadokoro Yusuke publishes an article warning that the Kanto region is at risk of sinking into the sea. As protests escalate, Amami meets Tadokoro, who asserts that the impending subsidence of the Izu Peninsula will foreshadow a larger geological catastrophe. At the same time, weekly magazine reporter Shiina Minori approaches Amami with allegations of corruption involving the Ministry of the Environment. Overwhelmed by mounting pressures, Amami seeks respite through scuba diving with Tokiwa, during which he encounters a disturbing and consequential event.
