Summary
Following the death of his close friend and mentor Gorō Numata, Shigeru Jo infiltrates the criminal organisation Black Satan. Promised extraordinary power and driven by a desire for vengeance, he agrees to undergo cybernetic enhancement to become one of the organisation’s super‑soldiers. Unbeknownst to his handlers, Shigeru is fully aware that Black Satan orchestrated Numata’s murder, and he intends to exploit their resources to obtain the strength necessary to retaliate. After the procedure, he escapes the Black Satan headquarters before they can subject him to brainwashing and emerges as Kamen Rider Stronger.
Soon after his escape, Stronger encounters Yuriko Misaki, another cyborg created by Black Satan who possesses the ability to transform into Electro‑Wave Human Tackle. Together they wage a campaign against Black Satan and, later, the Delza Army in an effort to restore peace in Japan. During a confrontation with the Delza Army, Tackle sacrifices herself to protect Stronger, prompting him to perform a dangerous self‑modification that grants him his enhanced Charge‑Up Form.
In the final phase of the conflict, the six preceding Kamen Riders return to Japan and join Stronger, enabling him to bring down the Delza Army once and for all.
