Summary

Set in Tokyo in 2023, the narrative centres on Prime Minister Higashiyama Eiichi, who advocates the implementation of COMS at the World Environment Conference. COMS is a technological method designed to liquefy pollutants and store them within fissures on the ocean floor. To advance this initiative and promote long‑term national development, Higashiyama assembles a group of promising young bureaucrats and establishes the Japan Future Promotion Conference. Among its members are Amami Keishi of the Ministry of the Environment and Tokiwa Koichi of the Ministry of Economy, Trade and Industry.

Public unease escalates when an article by geologist Tadokoro Yusuke appears in a weekly magazine, warning that the Kanto region is at risk of sinking into the sea. His claims trigger widespread protests, prompting Amami to meet with Tadokoro in an attempt to defuse the situation. Tadokoro maintains that the imminent subsidence of the Izu Peninsula will serve as a precursor to a larger geological catastrophe affecting Kanto.

During this period, weekly magazine reporter Shiina Minori approaches Amami with allegations of potential corruption involving a private company and the Ministry of the Environment. Overwhelmed by mounting pressures, Amami seeks respite through his hobby of scuba diving, accompanied by Tokiwa. During one such dive, he encounters a shocking event that alters his understanding of the unfolding crisis.
