Summary
The story follows Ulrin, an unlikely candidate who is entrusted with establishing STAR ENVOY, a covert black-budget programme operating under the Defence Intelligence Agency (DIA). Tasked with transforming the secret initiative into a functional operation, he sets out to identify and recruit civilians who possess connections to extra-terrestrial beings and train them to serve as diplomatic representatives, or ambassadors, between humanity and other species.
As Ulrin works to build the programme, he receives assistance from a variety of non-human species already operating within government circles. At the same time, he must contend with hidden forces and competing interests that threaten to undermine the project before it can succeed. The series combines science fiction, political intrigue, and interstellar diplomacy as Ulrin struggles to prove that STAR ENVOY can fulfil its mission rather than become a failure of cosmic proportions.
