Summary
The Central Intelligence Agency uncovers a covert initiative undertaken by the South Korean government to engineer a biological agent capable of enhancing human physical abilities. This programme, designated the Tyrant Project, aims to create an elite force of augmented soldiers intended to support a future reunification of the Korean Peninsula. Upon learning of the project, the CIA demands its immediate termination and the surrender of all biological materials. Although the programme is formally dismantled and the final remaining sample is scheduled for transfer to the CIA, an unidentified assailant intervenes and disrupts the clandestine handover.
Director Choe, a senior official within the government body secretly responsible for overseeing the Tyrant Project, orders his operative Mo‑yong to secure the last sample. Mo‑yong subsequently assigns the task to his field asset, Ja‑gyeong. After receiving intelligence about the failed transfer, CIA agent Paul commits to retrieving the sample personally. Lim Sang, a former operative previously charged with eliminating individuals connected to the Tyrant Project, is drawn into the pursuit as competing factions attempt to obtain the remaining specimen.
